  • Create clear and attainable project objectives, build the project requirements, and identify the required project deliverables, all to the required standard of quality and in accordance with Company policies. 
  • Achieve scheduled performance, quality, health, safety and environmental requirements of the project from contract award. 
  • Manage projects to ensure that project delivers maximum value, project members understand and accept their responsibilities. 
  • Good communication and understanding between project stakeholders established and maintained through timely and accurate reporting on the project status. 
  • Participate in Bidder selection process (evaluate proposal documents, contract documents, pre-qualification documents), participate in technical and commercial evaluation. 
  • Participate in Contract development and its subsequent negotiation with Contractor. 
  • Identify project baselines: schedule, cost, quality, HSE. 
  • Define the strategies for assigned Projects, develop project execution plan.
  • Ensure implementation of the Integrated Project Management System (IPMS) methodology and tools in compliance with Company procedures. 
  • Introduce continuous improvement initiatives in internal plans and project execution activities to support the achievement of the project objectives. 
  • Identify and plan resources requirements, develop manpower mobilization plan. 
  • Ensure schedule and cost compliance by taking the necessary actions to achieve the time and targets established for the assigned Project. 
  • Supervise project activities for aspects pertaining to quality, health, safety and environmental protection, through project organization positions. 
  • Ensure the integrity of engineering, procurement and construction teams within the project. 
  • Resolving issues and eliminating blockers that may impede project progress. 
  • Maintaining detailed documentation of project processes and progress using various project management tools. 
  • Assembling, leading, and motivating project teams, managing team dynamics, and facilitating communication. 
  • Ensuring projects are successfully completed and achieve their intended goals and benefits. 
  • Creating, documenting, and presenting reports to upper management and sponsors (shareholders) on project progress, challenges, achievements, look ahead and solutions to ensure alignment and facilitate decision making. 
  • Perform other duties and assignments as directed by the Branch Director and Head of Projects department. 
  • Maintain compliance with labor discipline, professional ethics, and internal corporate policies and procedures. 
  • Ensure full adherence to the company’s HSE (Health, Safety, and Environment) policies, standards, and procedures. 
  • Operate in strict compliance with UBOC’s Safety Management Systems and the requirements of ISO 9001, ISO 45001, and ISO 14001 standards. 
  • Fulfill obligations under the material responsibility agreement and assume accountability for any losses or damage resulting from negligence or misconduct. 
  • Protect the confidentiality of state, commercial, and proprietary information in accordance with company policies and applicable legislation. 
  • Respect and uphold the labor rights, dignity, and legitimate interests of employees. 
  • Ensure adherence to the provisions of the Labor Code of the Republic of Azerbaijan and all other relevant legal and regulatory requirements.

Xüsusi tələblər

  • Higher Education Diploma in Oil & Gas or any Engineering discipline. 
  • International professional education or certification in Project Management area (PMP, etc.) is preferable. 
  • Minimum 10 years of experience in Oil & Gas Industry 
  • Minimum 5 years of Senior Engineering/Construction experience 
  • Knowledge of projects starting from feasibility study, to conceptual, Pre-FEED, FEED, detailed design & engineering, procurement, fabrication, transportation, installation, commissioning and start-up. 
  • Knowledge of Front End Loading, Project Scope Management, Project Execution Planning, Communication Management, Risk and Opportunity Management, Management of Change, Stakeholder Management, Project Close-out. 
  • Knowledge of Contract formation, analyzing contract terms and conditions, Contract Negotiations & administration practices, Subcontract management, QA/QC, HSE, Material and Logistic Management. 
  • Advanced proficiency in foreign languages
