  • Act as the technical advisor and resource on MHPSS for Azerbaijan Red Crescent and the IFRC Operations team in Azerbaijan.
  • Support MHPSS capacity strengthening of Azerbaijan Red Crescent, including
  • Support and guide the implementation of MHPSS activities under the EU funded program, including development of workplans, monitoring of progress, reporting and keeping track of reporting deadlines and other program management functions linked to the program.
  • Support the provision of MHPSS support to the AzRC staff and volunteers (helping helpers) when needs identified.
  • Work with Azerbaijan Red Crescent focal points to further develop and implement a coherent MHPSS strategic framework and training plan for
  • Establish and maintain close coordination with Movement Partners and key stakeholders involved and focused on MHPSS in Azerbaijan.
  • Elaborate and institutionalize relevant policies and procedures, technical upgrading of hotline services, practical training plan on the topics of MHPSS, including PFA.
  • Design, develop and implement relevant training of trainers modules for Azerbaijan Red Crescent and local CSOs in Azerbaijan.
  • Engage with Movement partners and external stakeholders, in particular with the MHPSS technical working group in Azerbaijan led by WHO, in order to ensure inter-agency alignment and joint MHPSS initiatives. Closely collaborate with WHO according to the MHPSS section of the agreed Action Plan for cooperation (IFRC/AzRC and WHO).
  • In close coordination with WHO, support the coordination of national and local referral system for MHPSS and facilitate the integration of AzRCS and local CSOs into the system. This will include strengthening the mapping of referral pathways in Azerbaijan, integrate the services of AzRCS and local CSOs into the system, guide the development and use of standardized templates, a safe data recording system and procedures for follow up of referrals. Ensure that relevant staff and volunteers are trained on safe referrals for MHPSS and related issues.
  • Support the AzRCS and local CSOs in planning, designing and implementing targeted quality MHPSS services as part of a dedicated grant scheme.
  • Continue designing, implementing and facilitating trainings and workshops for managers, staff and volunteers, based on existing IFRC standard trainings on MHPSS. Help develop structural follow up support and refreshers for previously trained individuals.
  • Take part in strategic planning processes to drive MHPSS forward within the Red Cross Red Crescent network and highlight the MHPSS efforts from Azerbaijan Red Crescent.
  • Lead the MHPSS platform for South Caucasus through the monthly online meetings with participation of three NS and PNSs
  • Guide and facilitate a systematic approach to Caring for IFRC staff of the Country Cluster Delegation for South Caucasu

Xüsusi tələblər

  • Counsellor, social worker, psychologist or similar.  
  • Experience in implementing Mental Health and Psychosocial Support (MHPSS) activities for at least 5 years
  • Demonstrated project management experience (reporting, budgeting, monitoring, etc.) including PMER for MHPSS (data collection, Monitoring & Evaluation plan development, impact measuring etc.)
  • Strong Red Cross/Red Crescent experience
  • Experience of working in humanitarian emergency situations
  • Demonstrated strong capacity in building and institutionalizing MHPSS capacity in a National Society or another humanitarian organization (strategy development, focal point mentoring, etc.)
  • Experience in planning and conducting MHPSS trainings, e.g. Psychological First Aid, basic PSS,  MHPSS in Emergencies, Setting up Child Friendly Spaces as well as Caring for Staff and Volunteers trainings
  • Experience of mainstreaming and integrating MHPSS activities across other humanitarian sectors 
  • Highly organised, excellent time management skills
  • Advanced skills in computer productivity applications (Word, Excel, PowerPoint and Outlook)
  • Deep understanding of MHPSS issues in emergencies contexts
  • Knowledge of a cultural background of refugees in current crisis
  • Outstanding personal resilience and experience from working in stressful situations
  • Excellent communication and active listening skills 
  • Fluently spoken and written English
