The overall objective of this assignment is to contribute to a resilient, more inclusive, sustainable and competitive growth-oriented agricultural sector that secures fair rural incomes and investment capacities and respects the environment.

Duration: The intended start date is no later than 1 September 2025 and the period of implementation of the contract will be 40 months from this date.

• At least a Master's Degree (or equivalent) in agriculture, agriculture economics or directly related discipline, or bachelor in the same field plus four years of relevant professional experience, or in the absence of a relevant University degree eight years of relevant professional experience;
• Advanced English language skills of at least level C1 (understanding, speaking, writing) required. Language skills in Ukrainian or Russian of at least B2 (understanding, speaking, writing) will be considered an asset.

General professional experience:

• At least 10 years of professional experience relating to the definition, implementation or monitoring of policy, strategies, development programmes, legislation, institutional reform or sectoral support programmes in the area of agriculture or rural development. Such professional experience working at central government level will be considered an asset.

Specific professional experience:

• Proven management experience as Team Leader (or equivalent) in at least 3 technical assistance or consultancy projects, each of minimum 12 months’ duration;
• Relevant recent experience at central government level in a EU member state (i.e. within the past ten (10) years and at a time when the country was an EU member state) in policy development or implementation, medium term expenditure framework/budget planning, public finance management or public administration reform will be considered an asset;
• Recent experience (i.e. within the past ten (10) years) of participating in the implementation of technical assistance projects in support to the implementation of EU acquis in the agriculture and rural development or fisheries and aquaculture sectors in EU candidate countries or EU Member States will be considered an asset.
